PROJECT OBJECTIVE

The objective of the project is to promote the social inclusion, entry into permanent employment, or retention of current employment of unemployed persons, employed persons with disabilities, and economically inactive persons.

PROJECT ACTIVITIES

Within the project, the target group will be provided with:

a subsidized employment measure, including workplace adaptation. The State Employment Agency (hereinafter – NVA), in cooperation with employers throughout Latvia, organizes the creation of subsidized jobs. Where necessary, workplace adaptation is provided for unemployed persons with disabilities. By employing target-group unemployed persons in state co-financed jobs, the target group is helped to understand labour market requirements, and social inclusion and entry into permanent employment are promoted;

a workplace adaptation measure for employed persons with disabilities, aimed at supporting employers in adapting the work environment to a person's physical abilities and skills, as well as helping to preserve the working capacity of employed persons with disabilities at risk of unemployment, prevent unemployment risk, and promote sustainable job retention;

support for regional mobility. To promote access to the subsidized employment measure, regional mobility support will be implemented, including financial compensation for the first four months of employment for target-group unemployed persons participating in the subsidized employment measure, to cover transport costs for commuting between their declared place of residence and workplace, and to compensate housing rental or accommodation costs at a staff hostel;

a professional suitability assessment measure. Professional suitability assessment will be carried out in cooperation with the service provider, the State Social Integration Agency (hereinafter – SIVA), which, in accordance with the Social Services and Social Assistance Law, determines the professional suitability of working-age persons with disabilities, mental health disorders, or a predicted disability;

a work-skills development measure for unemployed persons aged 18 to 29 and persons with disabilities, where the measure is implemented at an association or foundation, as well as for unemployed persons aged 18 to 29 enrolled in a full-time higher education study programme, where the measure is implemented at a higher education institution;

support for overcoming addiction, including the Minnesota 12-step programme, obtaining a narcologist's assessment, and emotional stress therapy (coding), comprising narcologist consultations, psychotherapeutic methods, suggestive therapy, and sensitizing medication therapy;

individual and group psychologist consultations for unemployed persons, and mentoring support for persons with disabilities and for employers planning to hire or already employing a target-group unemployed person assigned a mentor. This will help increase individuals' self-confidence and motivation to integrate into the labour market, as well as employers' understanding of the opportunities and specifics of employing the target group;

specialist services, including occupational therapist, sign language interpreter, and support person services. Occupational therapist services will be provided at subsidized jobs and for work-skills development to participating unemployed persons with disabilities, and for employed persons with disabilities participating in the workplace adaptation measure. Sign language interpreter services will be provided to unemployed persons with disabilities participating in subsidized jobs, work-skills development, addiction support, individual and group psychologist consultations, and the mentoring support measure. Support person services for unemployed persons with mental health disorders will be provided at subsidized jobs and for participating unemployed persons in work-skills development;

outreach measures for the public, employers, and institutions, including measures to raise public awareness of promoting employment for the project's target group (excluding employers), by organizing seminars for employers, social services, and other institutions on opportunities for activating disadvantaged unemployed persons and economically inactive persons, the needs and opportunities of these target groups, and other related matters.

PROJECT TARGET GROUPS

unemployed persons, including disadvantaged unemployed persons, such as persons with disabilities or a predicted disability, persons with mental health disorders, long-term unemployed persons, persons over 55 years of age who have not yet reached the age entitling them to a state social insurance pension, persons who have obtained refugee or alternative status, persons with addictions, and persons up to 29 years of age who have completed a special education programme, been released from a place of imprisonment, or are probation clients;

unemployed persons referred to in Section 15.¹, Paragraph 1.², Point 1 of the Social Services and Social Assistance Law;

employed persons with disabilities at risk of unemployment;

economically inactive persons;

employers.

FUNDING

Total eligible project costs: EUR 65,220,765:

European Social Fund Plus funding: EUR 55,437,650;

State budget co-financing: EUR 9,783,115.

EXPECTED RESULTS

Output indicator: 9,846 unemployed persons, including long-term unemployed persons, and 627 employed persons, including self-employed persons, involved in the project.
