ESF project "Subsidised jobs for the unemployed" No 9.1.1.1.1/15/I/001

The measure "Development of Skills Necessary for Work" (hereinafter - the Measure) is organised and implemented by the State Employment Agency (hereinafter - the Agency) in cooperation with associations, foundations and higher education institutions (universities, academies, higher education institutions, colleges with the status of higher education institutions).

Purpose of the measure:

The purpose of the measure is to ensure the functions mentioned in the statutes of associations and foundations and the academic, research and administrative functions of higher education institutions by promoting the activities of the unemployed for the benefit of society without profit-making purposes. The measure is implemented within the framework of the ESF project "Subsidised jobs for the unemployed" No 9.1.1.1/15/I/001.

Financial support for carrying out the measure**

Involved in associations and foundations:

  • unemployed persons aged 18 to 29;
  • unemployed people with disabilities without age limit.

6 or 12 months*

  • Stipend of EUR 15.00 for each day of participation in the Measure;**
  • A subsidy of EUR 10,00 per day of supervision for the supervisor of work;**
  • Covering the purchase of personal protective equipment up to a maximum of EUR 50,00 per unemployed person who has started to participate in the measure by 30 June 2022 in order to reduce the risk of contracting Covid-19;**
  • Reimbursement of expenses for carrying out health checks as laid down in the regulatory enactments on compulsory health checks, up to a maximum of EUR 50.00 per unemployed person;
  • Covering the cost of health and life insurance for the unemployed during the implementation of the Measure;
  • Unemployed persons participating in the Measure are subject to compulsory state social insurance contributions for pension insurance;
  • Disabled people get paid for sign language interpreters, occupational therapists and support persons

 

Involved in higher education institutions:

  • unemployed persons aged 18 to 29, who have enrolled in a full-time study programme

* An unemployed person with a disability is involved for 12 months.

** The stipend for the unemployed person, the subsidy for the work supervisor and the cost of personal protective equipment to reduce the risk of infection with Covid-19 are granted under Commission Regulation 1407/2013 (De minimis aid).


The funding granted by the SEA within the framework of COMMISSION REGULATION (EU) No 1407/2013 (DE MINIMIS) constitutes de minimis aid if it is granted in accordance with Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty to de minimis aid (Official Journal of the European Union of 24 December 2013, No L 352/1) and other laws and regulations in force in the Republic of Latvia, which determine the procedure for granting and accounting for de minimis aid. The moment of granting de minimis aid is the date of entry into force of the contract. 


The implementer of the measure shall ensure that the risk of DOUBLE FINANCING is eliminated during the implementation of the measure in accordance with Article 65(11) of Regulation No 1303/2013 of the European Parliament and of the Council of 17 December 2013 laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime Affairs and Fisheries Fund and laying down general provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund and the European Maritime Affairs and Fisheries Fund and repealing Council Regulation (EC) No 1083/2006. During the implementation of the Measure, the promoter may not receive support from another EU instrument/fund, nor support from the same EU fund under another programme, for the remuneration of the same person involved in the Measure.

 

  1. Step
    • The completed application must be submitted in person or sent by post or signed with a secure electronic signature and submitted to the branch of the SEA in whose administrative territory the Measure is implemented.
  2. Step
    • The SEA branch organises a selection committee to select the implementers of the active employment measures of the SEA branch and the committee examines the applicants' applications and decides to approve or reject the applicants for the establishment of the Measure implementation sites.
  3. Step
    • The SEA branch informs the applicant in writing of the decision and, in the case of a positive response, invites him/her to conclude an agreement for the establishment of the sites for the implementation of the Measure within one month from the date of entry into force of the committee's decision. Before concluding the agreement, associations and foundations must select an appropriate target group of unemployed people, selecting applicants with the help of SEA, and submit a list of students to the higher education institution.
