Recovery Fund Project ‘Upskilling for adults’ No 3.1.2.5.i.0/1/23/I/CFLA/001

Objective of the active employment programme ‘Training with the employer’, implemented under the Recovery Fund Project ‘Upskilling for adults’ (Project No 3.1.2.5.i.0/1/23/I/CFLA/001) (hereinafter referred to as the ‘Programme’): practical training of an employee in certain professions through training with the employer.

Under the Programme, a client of the State Employment Agency (hereinafter referred to as ‘the Agency’) who has been granted unemployment status (‘the client’) may acquire work skills and professional competences corresponding to the second, third or fourth levels of professional qualifications.

Conditions for a client’s participation:

  • the client is not involved in other competitiveness-enhancing measures, training activities or activities involving the conclusion of an employment contract;
  • the client has no debts towards the Agency;
  • the client has not been employed by the relevant employer for at least 12 months prior to their participation in the Programme;
  • the client had not previously acquired the same professional skills under the Programme;
  • the client meets the qualification requirements specified by the employer;
  • the client may participate again in the Programme no earlier than two years after completion of their previous participation in the Programme, unless such participation had been terminated for reasons beyond the client’s control and has lasted less than half of the expected duration of participation.
  • economic operators (except for educational establishments whose main purpose is the implementation of educational programmes);
  • self-employed persons;
  • individual enterprises (including farms)
  • associations (except for political parties) or foundations.
  • The duration of the client engagement Programme is 3 months when concluding an employment contract.
  • The implementation of the Programme involves the acquisition of professional qualifications corresponding to the professional competence of the second, third or fourth level.
  • The Programme is not intended for non-qualified and low-skilled jobs (elementary occupations according to Group 9 of the Classification of Occupations).
  • The employer shall provide a new workplace or workplace which is vacant as a result of the termination of the labour relations on the basis of an employee’s notice, on the basis of an agreement between the employer and the employee or on the basis of the employer’s application, in cases specified in clauses 1, 2, 3, 4, 5 and 11 of the first paragraph of Article 101 of the Labour Law.
  • The Agency client selected by the employer has not been employed by that employer for at least 12 months prior to participation in the Programme.
  • a wage in such amount that, together with the grant, the gross wage reaches the wage stated in the application, and not less than national minimum wage;
  • payment of mandatory social security contributions;
  • acquisition of professional qualifications through required theoretical and practical training and basic knowledge of professional duties;
  • a qualified supervisor who can help to strengthen professional skills and knowledge at work. a person who has acquired education or at least two years’ professional experience in the profession where the practical training is carried out shall be considered as a qualified supervisor;
  • the ability to perform relevant professional duties and core tasks independently;
  • upon completion of the Programme the participant will be issued with a written certificate of acquired professional skills, competences and knowledge

If the client has agreed with the employer to conclude an employment contract:

  1. step
    • By contacting the employer the client informs about the possibility to prepare the required employee within the framework of the Programme and agrees to participate in the Programme;
  2. step
    • The employer shall submit to the Agency an application for implementation of the Programme and shall obtain a decision of the Commission for the selection of active employment programmes (hereinafter referred to as ‘the Commission’) on assisted place of practical training. Submit via the Agency’s e-address a mutually signed Application for prospective employment relationship with the client within the framework of the Programme;
  3. step
    • A branch provides to the client invitation to participate in the Programme and the employer concludes an employment contract with the client.

If the client is interested in participating in the Programme:

  1. step
    • In cooperation with the employment agency, the client shall review current vacancies in the Programme. Contact and invite employers to participate in the Programme and inform them about the opportunity to train the required employee within the framework of the Programme;
  2. step
    • The branch shall, in cooperation with the employers whose practical training places have been approved by the Commission, select the clients for participation in the Programme in accordance with the qualification requirements set by the employer. In accordance with the selection results, the employer shall submit to the Agency’s e-mail address a mutually signed Application for a prospective employment contract with the client participating in the Programme;
  3. step
    • A branch provides to the client invitation to participate in the Programme and the employer concludes an employment contract with the client.

The Agency shall reimburse to the client the costs of health examinations stipulated in legislation on mandatory health examinations (hereinafter – MHE), up to a maximum of EUR 50, if the following conditions are met:

  • Timely payments for the MHE:
    • prior to the commencement of an employment contract under the Programme;
    • once the customer had been granted the status of an unemployed person at the Agency;
    • upon receipt of the individual job search plan with posting for the Event;
  • within 10 working days of the date of receipt of the occupational doctor’s conclusion, the client’s application for the reimbursement of MHE costs has been submitted to the Agency;
  • A copy of the MHE card and copies of the documents supporting the payments are attached to the application for reimbursement of MHE costs.

Applications shall be submitted to the Agency as follows:

The Agency shall take a decision on reimbursement of MHE costs within five working days from the date of receipt of the application and shall inform the client of the decision taken in accordance in manner specified in the application.

Client involved in the Programme may obtain financial reimbursement in support of regional mobility for journeys between the declared place of residence and the place of the Programme implementation (up to a maximum of EUR 10 per day) and the reimbursement of rental or service hotel costs for accommodation (up to a maximum of EUR 200 per month), provided that:

  • The place of the Programme implementation is at least 15 km from the declared place of residence (not applicable to the administrative territory of Riga if the client is residing in Riga and the training is located in the administrative territory of Riga);
  • if the distance between the client’s declared place of residence and the training venue is 110 km or more, the client may only be eligible for support for the cost of accommodation rent;
  • the customer has been residing at the designated place of residence for at least 6 months or has changed the declared place of residence during that period, and both the new and the previous residence are within the administrative territory of one municipality;
  • the specific place of residence is the customer’s first declared place of residence in Latvia;
  • an application for the necessary financial support has been submitted to the Agency within 10 working days from the start of participation in the Programme.

How to apply?

  • Within 10 working days of the start of the training, the Agency accepts the client’s Application accompanied by a Certificate. A copy of the rent contract shall be attached if financial support is requested for the rent of premises.

Applications shall be submitted to the Agency as follows:

  • in person at the branch;

The Agency shall take a decision on financial compensation within 3 working days from the date of receipt of the Application.

The Agency shall inform the client in writing of the decision taken within 1 working day of the adoption of the decision. In the event of a positive decision to compensate for rent costs, the Agency shall at the same time shall send to the client a form justifying the financial reimbursement.

If the address of the training/practical training venue or the declared place of residence changes, or if the client changes accommodation or hotel (if applicable), the client must inform the project coordinator within 1 working day and resubmit the application accompanied by a Certificate within 10 working days. In case of a change of accommodation or hotel, a copy of the rental contract should be attached.
