Measures for Unemployed Representing Disadvantaged Groups

State Employment Agency (hereafter – SEA) implements active labour market measure “Measures for unemployed representing disadvantaged groups” (hereafter - measure).

Aim of the measure: employing unemployed persons in subsided work places to help the unemployed understand labour market requirements and promote the unemployed person inclusion in society and settling in permanent job.

SEA offers the measure to unemployed persons who comply with at least one of the following conditions:

For 6 month involvement in the measure:

The person is a youth aged 18 to 29, who:

  • has been without employment for at least 6 months;
  • has no secondary education or professional qualification or has graduated at least two years ago and is yet to find their first job; 
  • has refugee or alternative status.

For 12 month involvement in the measure:

  1. the person has been without employment at least 12 months (has not been considered an employee or a self-employed person in compliance with the Law on State Social Insurance for more than two subsequent months);
  2. the person is older than 55 years of age;
  3. The person has a refugee or alternative status.

For 24 month involvement in the measure:

  1. the person has been without employment at least 24 months (has not been considered an employee or a self-employed person in compliance with the Law on State Social Insurance for more than two subsequent months);
  2. the person has been without employment at least 12 months (has not been considered an employee or a self-employed person in compliance with the Law on State Social Insurance for more than two subsequent months) and is and adult with one or more dependents (confirmed with documents);
  3. the person has been without employment at least 12 months (has not been considered an employee or a self-employed person in compliance with the Law on State Social Insurance for more than two subsequent months) and is older than 55 years of age;
  4. the person is disabled.

The unemployed taking part in the measure are eligible to receive regional mobility aid for covering costs of commuting and rent, if they meet general requirements for receiving regional mobility support.

SEA provides financial aid to employers for implementing the measure!

Employer provides a qualified work manager for each participating unemployed person that assists the unemployed person in acquiring the basic skills and abilities required for work.
