A person seeking job may register in any Local Employment Office of SEA regardless of the declared address. The application form for acquiring the job seeker status is also available online – Application for Job Seeker Status. IMPORTANT!

People eligible for acquiring the status of an unemployed person after registering with SEA are:

  • unemployed (not considered an employee or a self-employed person in compliance with the Law on State Social Insurance);
  • seeking job;
  • able to work and ready to become employed immediately;
  • at least 15 years old;
  • not performing commercial activities, or whose commercial activities have been suspended in compliance with the normative acts;
  • not admitted to a full-time primary education programme.


If the person complies with the aforementioned criteria and has presented the required documents, SEA makes the decision on granting the status of a job seeker within one working day.

To register as a job seeker, the following document must be presented:

  • identity document (passport, ID card, or a travel document);
  • document that confirms the right to reside in Latvia (if such document is required according to the normative acts regulating the foreigner residence in the Republic of Latvia).

The basis for the loss of unemployed status:

  • acquisition of status of unemployed person;
  • acquisition of status of employee or self-employed person for an indefinite period of time or a period longer than two months in accordance with the Law on State Social Insurance;
  • failure to fulfil the duties of a job seeker without a justified reason;
  • provision of false information to acquire and maintain the status of a job seeker;
  • moving for permanent residence outside the European Union, if not stated otherwise in binding international agreements with Latvia;
  • 100 per cent loss of work ability;
  • renewal of employment by a court decision;
  • waiver from the job seeker status by submitting a notification to SEA
  • death of the job seeker;
  • admittance to a full-time primary education programme.


After determining the aforementioned conditions for losing the job seeker status, SEA makes the decision on terminating the status of job seeker within one working day. In such cases the person loses the job seeker status on the day when the corresponding condition for the loss of job seeker status comes into effect.

A person, who has lost the job seeker status due to:

  • failure to fulfil the duties of a job seeker without a justified reason,
  • provision of false information to acquire and maintain the status of a job seeker;
  • waiver from the job seeker status by submitting a corresponding notification to SEA
  • has the right to re-acquire the job seeker status no earlier than three months from the day when the decision of terminating the job seeker status was made.

A job seeker has the right to:

  • participate in measures to increase competitiveness;
  • receive information about available vacancies and the corresponding qualification and other requirements;
  • receive career consultations.

A job seeker is obliged to:

  • actively seek employment both individually and with the assistance of SEA;
  • attend SEA on the specified day, no later than three months from the date of the previous attendance, and present the documents stated in the normative acts;
  • inform SEA within three working days if they no longer comply with the following conditions stated in the first part of Article 15 of the Support for Unemployed Persons and Persons Seeking Employment Law: is unemployed (not considered an employee or a self-employed person in compliance with the Law on State Social Insurance); is able to work and ready to become employed immediately; is not performing commercial activities, or whose commercial activities have been suspended in compliance with the normative acts.
